Committee debates draft development‑agreement policy and options for transparency

When asked whether the policy currently exists, a staff speaker said, "No, I'm sorry. No, the policy does not exist right now," confirming the paper under review is an initial draft. Council members and staff discussed language that would require owners and contract purchasers to sign development agreements and asked legal staff to clarify party responsibilities. Several members urged outreach to business stakeholders and recommended producing a public-facing explanation or matrix to help residents understand what departments and steps are typically involved in large developments.

The committee did not finalize the policy at the meeting; members asked staff and the law director to refine the language and return with clarifications on signatory responsibilities and public-notice options.
