Scott Isaacs, identified as president of the RMB Transportation Coalition, testified that the bill should allow immediate suspension upon credible evidence of fraud and permanent revocation and disqualification from public assistance programs on conviction: "Conviction should mean permanent revocation and permanent disqualification from all 14 public assistance programs." Committee members asked whether non‑emergency medical transportation drivers would be covered; staff and the sponsor clarified the bill focuses on occupations governed by health‑related licensing boards and that some non‑licensed providers may fall outside the bill’s scope. Several members suggested sending a broader version to the fraud committee for deeper work on deadlines and scope.
