The Lakeville Planning Commission on May 7 recommended that City Council approve a preliminary plat and conditional use permit for a 75,000‑square‑foot Domino’s distribution facility at Interstate South Logistics Park, fourth edition.
Jake Kurt, representing Scanel Properties, described the project as a relocation and expansion that "will service the entire state of Minnesota," saying the facility will function as a distribution, office and warehouse site for Domino’s. Staff presented site details: two access points from 217th Street, 19 dock doors, about 60 trailer parking stalls, and an internal stormwater pond. The staff report said the building height would be about 43–44 feet and recommended approval of the preliminary plat and conditional use permit, subject to five stipulations and engineering requirements.
Staff noted the property is south of 215th Street and identified it as zoned I1; during the presentation staff also referenced a 50‑foot height limit elsewhere in the presentation. The commission discussed parking: the proposed building requires 95 parking spaces and the applicant proposes 142 now (approximately 150% of the requirement). Staff explained that with the planned future expansion (an anticipated 25,000‑sq‑ft addition) the effective requirement would be about 118 spaces and that 142 spaces would fall within the 125% guideline at full build‑out. Commissioners also questioned the applicant about emergency access and signage for loading bays; the applicant confirmed plans to meet safety and signage requirements.
Commissioner Kuza asked whether loading bay doors will be labeled to aid first responders; Jake Kurt said the project will "reach all safety requirements" and that signage will be provided. After discussion, Commissioner Smith moved to recommend approval of the preliminary plat and conditional use permit to exceed 125% of minimum parking, subject to the planning report’s five stipulations and findings of fact. Miss Ericson called the roll; the recorded vote was unanimous in favor. The commission’s recommendation will go to City Council on May 18 for final consideration.
The commission’s action was limited to a recommendation and the staff conditions listed in the planning and engineering reports remain in effect; final approvals and any additional conditions will be determined by City Council.
