The Joint Standing Committee on Veterans and Legal Affairs completed final language review of LD 584, a minority report that would make the director of the Office of Cannabis Policy, the director of the Bureau of Alcoholic Beverages and Lottery Operations, and the director of the gambling control unit appointed positions subject to confirmation by the Legislature.
Rachel Olsen, the committee analyst, told members the amendment expands the original bill to add the Bureau of Alcoholic Beverages and Lottery Operations and the gambling control unit director to the confirmation requirement and that much of the text is technical corrections and capitalization updates. She explained the gambling control unit director also serves as the executive director of the gambling control board and the draft accounts for that dual role.
The amendment was drafted as a strike-and-replace for clarity. Olsen noted the bill includes an unallocated section that would require the appointments to be made no later than 60 days after the act’s effective date and lists Jan. 6, 2027, as the effective date in the draft language.
No fiscal note was required for the final language, and members on the report raised no objections in committee. The measure was declared ready to be reported out, subject to any last-minute concerns from members on the report.
The committee did not take a recorded roll-call vote on the floor of this meeting; members instead confirmed there were no objections to reporting the language as drafted.
