The Peabody Conservation Commission reviewed a project inspection and site photographs and concluded the work largely met the conditions of the original order. Commissioners noted routine items: a discarded tire on site, concerns about the poorest pavement segments, and the need for ongoing maintenance such as vacuuming porous pavement and ensuring plantings establish.
Staff and a commissioner noted there is a new facilities contact, Paulitano, responsible for maintenance reports; the commission requested annual maintenance reports be submitted each year by Oct. 31. The commission also required the long‑term pollution prevention plan and the operations and maintenance (O&M) plan to be maintained in perpetuity, and it recommended that snow storage locations be kept away from resource areas.
A motion to issue a full certificate of compliance was made, seconded and approved; the roll call recorded multiple commissioners voting yes and the chair stated the certificate passed by a 6–0 vote. The certificate is being issued with the three ongoing conditions described above.
Next steps: Applicant must submit annual maintenance reports on Oct. 31 each year and maintain the O&M/pollution‑prevention plan; staff will track compliance going forward.
