Committee also approves smaller transfers for library IT and cable-access receipts; all motions pass 5–0

Following the vote on public-safety funding, the committee approved three additional appropriation motions, each by a unanimous roll-call vote.

Finance staff asked the committee to appropriate $55,000 from the budgeted reserve to fund software and IT services at the public library after capital funds originally expected to cover the expense were used earlier this year to respond to a data incident. Councilor Turko said the original plan had been for the expense to come from a capital account and asked staff to be clearer about funding sources in future budget communications. Councilor Gamash moved the appropriation, and the motion carried 5–0.

The committee also approved two cable-fund transfers to support Peabody Access Television. For the quarterly RCN receipt, staff listed invoices and moved receipts from the reserved cable fund to cable fund expense (transcript listed amounts $11,360.87 and $13,885.51). A later request for Comcast receipts was also approved; the transcript records that amount as approximately $174,546.63 and staff explained the city's new 10-year cable contract will shift some payments to a per-subscriber quarterly structure rather than a single annual capital payment. Councilors were told the routine transfer process will continue while staff work through contractual details.

All three motions passed unanimously on voice/roll-call votes.
