Council hears first reading for rezoning and reuse of former KD building for ICC Floors; members stress gateway aesthetics and screening for truck docks

Fishers City Council took first reading on a rezoning request and change of use for the former KD building to be repurposed by ICC Floors.

Ross Hillary, Community Economic Development, explained the request to rezone roughly 6.17 acres from C3 to I1 because about 40% of the building will be used as warehouse, 20% as gallery/showroom, 20% fabrication and 20% office. Attorney Rick Lawrence, representing ICC Floors, described additional customer loading bays, two new loading docks on the south side of the building and facade and landscape improvements to bring the site into compliance.

Councilmembers emphasized the site’s visibility from I‑69 and called for careful screening and landscape work so the gateway to the city presents well. Staff and the petitioner said additional screening, screening fences and lighting improvements will be part of the plan brought to the Plan Commission and then back to council for final vote.

What happens next: the petitioner will refine site plans and return for Plan Commission and a final council vote (staff indicated an anticipated April 20 return). No city financial participation was reported.
