Committee approves bill to streamline wastewater permit timelines for publicly owned plants

The Senate Environment, Climate and Legacy Committee on March 17 recommended Senate File 4361 to pass after a short presentation and agency support.

Senator Johnson summarized the bill as a narrow, technical change to the Minnesota Pollution Control Agency’s permitting process for publicly owned wastewater treatment plants. Under existing law the permit applicant gets 30 days to preview a draft permit before public notice and the public notice period runs 60 days — longer than federal requirements. The bill allows facilities to waive the pre-notice preview and to request shortening the public-notice period to 30 days if the MPCA determines there is limited public or tribal interest in the permit action.

Alexis Stone, identified as assistant director of government relations at the MPCA, told committee members the agency supports the change as a way to help construction timelines and funding schedules for municipalities while maintaining the agency’s discretion to require fuller public review when warranted. The committee voted to recommend the bill to pass.
