Board awards $1.86 million in 2026 paving contracts to Howard Companies and approves $59,000 storm‑sewer change order

Engineering staff told the board that six bids were received for the 2026 annual paving project and that Howard Companies appeared to be the low responsive bidder for the base bid and alternate bids 1, 2 and 4. The total award amount for those items was reported as $1,857,935; staff said the project will be paid from Greenwood street funds with contributions anticipated from TIFF and park funds where applicable.

Board members approved the contract award by voice vote, subject to final funding confirmation by the finance department.

Separately, engineering identified unanticipated storm‑sewer repairs needed on Brookview Drive at Williamsburg Lane after additional video inspection. Allstar Paving provided a price to complete the additional pipe and structure work; the board approved change order No. 1 for just over $59,000 to complete about 160 feet of storm‑sewer replacement so the CCMG project can proceed on schedule.

Staff said Allstar was available to begin the work once the change order was approved and that the storm‑water department agreed to pay for the material portion of the work. Both items were approved by the board by voice vote.
