Zionsville council approves bonds for DPW and Westside Fire Station, and OKs road-impact fee payment plan

The Town of Zionsville Town Council on March 16 unanimously approved multiple financing measures for capital projects and amended the town code to ease road-impact fee payments for small businesses.

Attorney Chris Gryel of Barnes & Thornburg presented second readings for two bond ordinances. Ordinance 2026-04 authorizes the issuance of general obligation bonds not to exceed $14,745,000 to finance construction of a new Department of Public Works operations facility at 4140 South 875 East. Council approved final reading of the ordinance with a voice vote: seven in favor, zero opposed.

Gryel then presented Ordinance 2026-05, authorizing general obligation bonds not to exceed $8,650,000 to finance construction of an approximately 21,000-square-foot Westside Fire Station that will replace services previously offered by the Perry Township Volunteer Fire Department. Council approved the ordinance on second reading by the same unanimous vote.

Council also approved Ordinance 2026-06, amending Title 5, Chapter 53 of the town code to allow road impact fees to be spread over five years for qualifying small businesses, with a maximum interest rate of 5 percent. Deputy Mayor Justin Hage was present for questions; councilors said the option would help small businesses by avoiding large up-front payments. The ordinance passed on second reading, seven in favor, zero opposed.

Council members said they will return in April to appropriate bond proceeds as the town approaches closing on the financings and to handle related budget actions. No additional debate or amendments were recorded on the ordinances during the meeting.
