Board authorizes periodic lane closures on College Avenue for utility relocation work

Mr. Minnik, speaking for the city engineering department, asked the board on March 5 to approve periodic lane closures on College Avenue between Lincolnway East/US 33 East and the Norfolk Southern Railroad crossing from March 6 through July 31, 2026. The closures are for HIPSCO (also referenced as IPSCO in the staff memo) to relocate overhead transmission and distribution lines as part of the College Avenue phase one roadway reconstruction project.

Minnik said two‑way traffic will be maintained at all times and appropriate traffic control devices and procedures will be used. The board moved to approve the lane closure schedule and voted in favor; the vote was recorded as unanimous in the transcript.

The engineering office and the utility contractor are responsible for implementing traffic controls and notifying affected property owners and the traveling public.
