RDC approves GMP1/GMP2 agreements for Grand Park North infrastructure, including D1 relocation and parking garage

The Westfield Redevelopment Commission on March 16 approved Resolution 06‑2026 authorizing guaranteed maximum price (GMP1 and GMP2) agreements to fund initial infrastructure at Grand Park North, including relocation of the D1 Championship diamond and a parking garage to support an announced ECR headquarters.

Staff framed the vote as authorization to execute the agreements and to sign the contract following RDC approval. The Block N8 site plan discussed by staff shows a parking garage with more than 500 spaces, space for the ECR two‑story headquarters, a reduced multifamily footprint and a small park area to connect to existing pedestrian tunnels. Staff said design and infrastructure work also include streets and utilities to support the planned office and residential components.

Project cost elements presented earlier in the meeting included GMP1 for the D1 relocation (nearly $8 million) and GMP2 for design fees and initial garage design (about $3.1 million). Staff said the D1 relocation requires additional underground storage to accommodate grade changes, which contributed to the higher GMP1 cost estimate.

Commissioners moved and approved the resolution by roll call; the motion passed. Staff noted the executed agreement was available for signature after the meeting.

Next steps identified by staff include executing the GMP agreements, preparing project construction documents, and coordinating site work for the D1 relocation and garage. Keystone representatives were present and available to answer commissioner questions during the meeting.
