ST. PAUL — The House Agriculture Committee took up House File 4350, the committee’s omnibus policy bill, with testimony from agency staff and discussion among members.
Commissioner Thom Petersen described the package as the department’s policy bill and said the provisions are generally noncontroversial and aim to help agency work. Committee discussion focused on revisions to noxious‑weed rules, including land‑entry language; agency staff said the intent is to move from a "probable cause" standard to "reasonable cause" for entry authority and to emphasize making every effort to contact landowners before inspection. Trisha Leaf, a department manager in pesticides and fertilizer registration, explained that a statutory definition for "plant biostimulant" was included to harmonize with the Association of American Plant Food Control Officials' model language and improve regulatory consistency with other states.
The author removed a fiscal component so the bill could be placed on the General Register; the committee approved that motion and advanced HF 4350 to the next stage.
