Eagles Landing rezoning introduced; owners say plan reduces 91 lots to 16 estate parcels

Franklin — City planners on March 16 introduced two companion ordinances for the Eagles Landing project: a rezoning (2026-06) to RS1 for roughly 43 acres and a companion PUD ordinance (2026-07) to repeal and replace standards that would conflict with the new RS1 zoning. Both items were introduced and set for public hearing on April 6.

Planning Director Joanna Tennell described the rezoning and explained that maintaining a separate PUD ordinance for the existing commercial area preserves uses that otherwise would become legal nonconforming after rezoning. At the meeting, resident and property owner Roger Curry said the change reduces an earlier approval for 91 residential lots down to 16 larger estate lots. "The PUD that Joanna was referring to... was a 91 residential lots and we were reducing that from 91 to 16," Curry said, adding the owners intend the remaining lots to be roughly one acre each.

Tennell and Curry also confirmed the rezoning commitments will include a minimum one-acre lot size for the RS1 area and a 100-foot minimum frontage in specific locations. Because the existing building (former Indiana Golf Academy) and associated uses remain in place, the companion PUD ordinance will retain standards for that commercial parcel.

What happens next: Both ordinances are scheduled for public hearing April 6; residents and interested parties can comment at that hearing and staff will return the items for final action.
