Committee backs option for remote driver’s license revocation hearings

Lawmakers on the Senate committees on Transportation and on Labor & Technology recommended passage of HB2097, House Draft One, to allow administrative driver's license revocation hearings and evidence exchanges via interactive conference technology, including teleconference, videoconference, and voice-over-Internet systems.

The bill’s supporters said the change is optional, not mandatory, and reflects current practice. Carrie Harada, Chief Adjudicator at the Administrative Driver's License Revocation Office, told the committee that “Zoom has been used successfully in our office since 2021” and that the platform is “efficient, effective, and saves the judiciary time and money.” Larry Dill of the Department of Transportation also stated his agency’s support and stood on written testimony.

Committee chairs said the measure aligns with a Senate version and had only minor corrections. The chair recommended passing HB2097 with technical and non-substantive amendments; with the chair and vice chair voting aye, the committee adopted the recommendation.

The measure preserves in-person and telephonic hearings while adding interactive conferencing as an alternative. No changes to due-process procedures were proposed during the hearing, and proponents said the technology primarily offers convenience and administrative savings.
