Committee advances noise-detection camera program but refers enforcement questions to Judiciary

The Senate Transportation committee recommended passage of HB1588, which would establish a Department of Transportation Noise Detection Camera Program to install noise detection cameras for enforcement of noise-control laws, but committee members said the measure requires additional work on enforcement and penalties.

DOT stood on its written testimony and multiple neighborhood groups and organizations registered support; AOAO Leo Kalani Gardens, the Waikiki Neighborhood Board, and others submitted or spoke in support. Dale Vanderbrink, second vice chair of the Alamona Kakako Neighborhood Board, testified in strong support, describing widespread downtown noise from car racing, loud mufflers and radios and urging the committee to pass the bill: "A lot of people just don't know how bad the noise can get with the traffic in the downtown area."

Members noted the bill was not sent to Judiciary in the House and that enforcement provisions and penalties are not included in the current text. The committee recorded a recommendation to pass HB1588 but signaled it will refer the measure to Judiciary and Ways & Means for further work on enforcement and penalty language before final enactment.

The committee adopted the recommendation on record; the referral is intended to ensure legal and constitutional enforcement mechanisms are properly addressed.
