Council approves MOU with Hamilton County to access CDBG disaster-relief funds for Camp Jordan upgrades

City administration asked council to approve a memorandum of understanding with Hamilton County so the city can receive a portion of federal Community Development Block Grant disaster‑relief funds for Camp Jordan upgrades, specifically phase two of turf installation. Mr. Mallister said the funds were appropriated by the county and that the NEPA (environmental) phase will require an environmental study of the park before construction can proceed.

Council members raised questions about whether disaster‑relief funds can be used for astroturf; the city attorney and staff said county and federal compliance reviews will determine allowable uses and that some infrastructure/drainage modifications may be included in the project design. Mr. Sykes said he is coordinating with the county engineer to incorporate additional surface drainage in the design work.

The council approved the MOU (resolution 3799) by roll call. Staff and the county will proceed with NEPA and procurement processes required by federal grant rules.
