Concord planning board advances multiple zoning warrant articles ahead of town meeting

Alisa Sandival, Concord’s community development director, reviewed a slate of zoning warrant articles proposed for the annual town meeting that would change local standards for multifamily development, mixed‑use projects and infrastructure siting.

Key items included Article 33, an MBTA multifamily overlay amendment to bring Concord into full compliance with state requirements; Article 34, a mixed‑use bylaw that would let residential appear on first floors, change the affordable‑housing trigger from four units to 10 units, and create development standards and waiver criteria; and Article 35, an update to the wireless bylaw intended to align local rules with federal law and ease siting for antenna additions while retaining higher scrutiny for new towers.

Other proposals covered joint‑parking calculations (Article 36), a limited business district height increase from 25 to 35 feet (Article 37) and a minor title change for the building official (Article 38). Sandival said the mixed‑use changes are designed to increase feasibility for housing production in business corridors and that housing groups are being asked to consider supporting the articles at town meeting.

Housing advocates at the table said they expect to coordinate on outreach to support zoning articles that would enable more housing types and encouraged residents to attend the town meeting to speak and vote.
