A Portland Public Schools official outlined the district's annual budget calendar and said the proposed plan includes further central‑office reductions and small cuts at some schools as the district adjusts to a slight drop in enrollment.
"Our budget process really takes place over the full school year from July to February," the Portland Public Schools official said, describing a sequence of department planning, a February community forum, board review in March and April, city council review in May and voter consideration in June.
The official said departments use a zero‑based budgeting approach in which each unit "starts with a blank sheet of paper and they have to justify every dollar and person in their budget." School budgets differ: staffing is driven by projected enrollment, which determines the number of teachers, education technicians and counselors each school receives.
The district has already trimmed central office staff between 7% and 8% over the past two years, the official said, and the proposed budget includes an additional reduction in central office headcount. The proposal also calls for a "small reduction in school‑based staff" to reflect declining student enrollment; the official did not specify which positions or the exact number of layoffs.
The district plans public engagement at multiple points: a February community forum for high‑level conversation, listening sessions in March while the school board reviews investments and reductions, and formal board approval in April before the city council reviews the budget in May.
The official emphasized the budget process combines community input, data review and alignment with the district's strategic plan. "We believe that we offer a really great learning experience for our students and that this budget makes some difficult trade‑offs but continues to invest in and ensure that all students have a great experience," the official said.
Next steps: the school board is scheduled to consider formal approval in April, followed by city council review and then voter consideration in June.
