EDA approves resolution naming Lana Bryant and Joshua O'Neal as bank signatories

The Economic Development Authority of the City of Manassas Park voted on May 6, 2026, to adopt a resolution appointing Lana Bryant as chairman and Joshua O'Neal as treasurer and signatory authority for the EDA bank account at Atlantic Union Bank (account ending in 609).

Finance staff told the authority that several previously authorized signers were no longer affiliated with the EDA and that the bank required formal documentation to update the account records. Staff presented a resolution as the preferred document to satisfy the bank’s requirements.

A motion to approve the resolution was moved and seconded; members voting "I" indicated approval and no nays were recorded in the meeting transcript. The resolution was adopted and staff was authorized to provide the bank with the adopted resolution so the signatories could be updated.

The action was administrative: it changes who may sign for disbursements from the EDA account and does not in itself authorize new expenditures or policy directions. Staff said they will take the adopted resolution to Atlantic Union Bank to complete the signatory update.
