BPU outlines tiered grants to tackle urban heat islands, prioritizes high-need communities

The Board of Public Utilities described a data-driven Urban Heat Island mitigation program that emphasizes community voices and targets heat-vulnerable, energy-burdened municipalities.

A BPU presenter summarized three funding categories: two comprehensive UHI awards of up to $1 million each, four awards up to $500,000 for cooling the built environment (municipalities only), and 20 urban microclimate awards of $50,000 targeted to community-based organizations. The presenter said the larger awards were limited to municipalities while the smaller microclimate grants were for community groups.

Program design drew from analyses showing New Jersey among the fastest-warming states in the Northeast and from measures of tree canopy and energy burden. The presenter noted specific projects in Trenton (a 700-tree planting), Camden (Farm Park improvements near a hospital and schools), a resiliency hub at a library and a firefighters memorial park climate-resilient community space that also supports first responders.

Officials said the program also funds community education, pop-up cooling and place-making work to reduce heat exposure and energy costs in the most affected neighborhoods.
