Developer resets Blackfoot Crossing plan after commissioners’ zoning change; TIF status uncertain

Andrew Heagimire, Missoula County’s community and economic development director, updated the Bonner Milltown Community Council on April 13 about the status of the Blackfoot Crossing project and its possible use of tax‑increment financing.

Heagimire said county commissioners made a change of roughly 20 acres to the zoning that reflected community suggestions rather than the developer’s preferred layout. That change led one proposed tenant — the travel plaza/Travel Plaza owner — to step away, Heagimire said, meaning the developer must reassess market and funding options.

Heagimire said the developer remains interested in moving forward but that the loss of the expected tenant reduces near‑term tax‑increment revenue that could have financed infrastructure. “The developer is still planning to move forward with a project. What that looks like is changing because he no longer has … the Travel Plaza,” Heagimire said.

Heagimire also noted the urban renewal/TIF district that might support the project is scheduled to expire in November 2029; the county had not received any formal application to use tax‑increment financing at the time of the meeting.

What happens next: Heagimire said the county and developer will continue discussions; any use of tax‑increment financing or bonds would require a public process and additional approvals. Residents were advised they will have public engagement opportunities through the community council and statutory notice processes if the developer files formal requests.
