Members noted that last year three local mayors plus a county chair signed a cross‑border proclamation, and they said the designation supports regional collaboration and astro‑tourism. Council members observed the area’s suitability for Northern Lights viewing and said reducing artificial lighting would improve conditions for visitors.
Councilors reported contact with International Falls officials and requested help persuading the city to reduce or replace several unshielded City Beach lights; speakers said the beach currently has roughly six to eight bright poles that remain lit nightly and degrade stargazing. The council discussed shielding options and suggested that turning lights off at night could also reduce costs for the neighboring city.
The proclamation was presented as a modest promotional and conservation measure; no funding reallocations or regulatory actions were recorded during the meeting.
