Staff outlines restroom RFQ, Second Lake phase progress and park CIP priorities

Parks staff told the commission that several capital projects are moving through procurement or the maintenance period and described next steps for restrooms, Second Lake and other park upgrades.

On restrooms, staff said scoping work with Public Works and custodial teams has identified locations and service levels. An RFQ/RFP will be posted to solicit vendors for restroom services or prefab construction; staff estimated a 30–90 day procurement window after posting.

Nicholson Park remains in a contractor maintenance period that staff expects to end in early March. At Second Lake, staff said bridge work in phase one is complete; additional lake elements are planned in phase two pending funding and a future procurement for construction services. Staff said it will seek supplemental funding through council, including an item tied to Ramos’s office for additional work at Second Lake.

At Spiker Park on the east side, irrigation and meter connections delayed elements of the project; staff described plans to expand an adjacent open grass area into a multi‑use field for soccer and football as funding allows. For L Creek Community Center, staff said an RFQ for architectural design has been issued and will fund a prefab restroom and interior accessibility upgrades.

The commission asked for project timelines, priority lists for restroom installations, and follow‑up reports; staff said they will continue to report updates as contracts move from design to construction.
