Norwalk confirms Julia Foy as chief of community services

The Norwalk Common Council unanimously confirmed Julia Foy April 14 as the city’s chief of community services.

Council members highlighted Foy’s background in early childhood programs, nonprofit leadership and education, and said those experiences position her to strengthen partnerships between the city and local service providers. Supporters noted her work with resource hubs and the Stamford Public Education Foundation and described her as experienced in building collaborations that reduce duplicate client intake and preserve recipient dignity.

Sponsoring council members said Foy will build on systems established by Chief Lamont Daniels and help the department expand coordinated services. In council remarks, members said Foy’s relationships in the nonprofit and philanthropic sectors could help diversify revenue sources and support smaller community organizations.

After the vote, Foy addressed the council: “I’m truly humbled. I’m committed to listening, learning, and working collaboratively to support the needs of our residents in Norwalk,” she said.

The appointment was unanimous. Council members asked staff to work with Foy and Chief Daniels on next steps for department operations and collaboration with the Board of Education and community providers.
