Council presses police on drone program oversight and data access

Councilmembers raised detailed questions about the Philadelphia Police Department's growing use of drones as a first-responder tool and pressed for transparency measures and guardrails.

Tech Committee members and others asked whether the department conducts internal evaluations, whether a public annual report on drone missions could be produced, what data-protection agreements exist for vendors and where footage is stored. Adam Geer and Commissioner Bethel said PPD uses Axon/Skydio hardware and that recorded footage is ingested to the Axon Evidence platform (the same evidence system used for body-worn camera footage) and is accessible to prosecutors and defense attorneys when associated with a case.

Officials said pilots must be FAA-certified and that drones are deployed as situational-awareness tools for priority calls, not as continuous surveillance of private spaces. Geer and Bethel said the department intends to publish a mission dashboard showing flights and said the program began with Foundation funding and has been augmented by city support and grants. On access requests by federal agencies, PPD said it does not routinely provide drone footage to ICE and would require legal process (subpoena) to turn over footage.

Councilmembers asked for a public policy and a fuller report; PPD said the policy has been issued to the department, some operational details remain redacted for safety/security reasons, and agreed to pursue an accessible dashboard and regular reporting to council.
