The Campbell Planning Commission approved a conditional use permit on April 14 to allow a medical services clinic providing outpatient neuro-acupuncture and physical rehabilitation services at 271 E. Hosienda Avenue (File PLN 2026-11).
Staff presentation described the 9,500-square-foot R&D/warehouse building and explained the interior layout: approximately half clinical offices and half open rehab space. Proposed site improvements included a new trash enclosure, bicycle parking, entry gates and some parking restriping. Based on findings in the staff report, staff recommended adoption of a resolution approving the requested CUP subject to standard conditions.
Kirk Anderson, principal of Anderson Architects, said the clinic is a specialized rehab facility that draws patients from outside the region, uses advanced robotic-assisted gait training and provides services the applicant described as valuable to the community. Anderson praised staff for rapid processing: “This has been one of the smoothest, the easiest projects ever,” he told the commission.
Commissioners questioned whether medical uses should occupy R&D-designated buildings and noted general-plan language that can limit non-industrial uses; staff and some commissioners pointed to Kaiser’s presence nearby as precedent for medical uses in the area. One commissioner noted a typographical error in the staff packet that listed a different address on later pages; staff acknowledged the error and agreed to correct it.
A motion to grant the CUP (PLN 2026-11) passed on a 6–0 roll call. The permit is effective immediately and is final unless appealed to the city clerk within 10 calendar days. The applicant said building permits have already been filed.
