Monroe County Council hears opposition to North Park jail, reviews staffing and storm-damage funding, approves property transfer

The Monroe County Council’s April 14 meeting included sharp public comment against siting a jail at North Park, an update on sheriff’s office hiring struggles, an airport damage estimate from recent tornadoes, and a property-transfer motion approved with one member abstaining.

A resident speaking during public comment urged the council to “remain true to your convictions” and to reject locating a jail at North Park, saying city council members, social-service providers and businesses likewise oppose the site. Chief Deputy Phil Parker of the Monroe County Sheriff’s Department reported that two 2025 merit hiring processes each attracted 38 applicants but produced no hires; six applicants advanced to background checks and polygraphs and all six failed the polygraph stage.

Airport Director Carlos Lavdy asked the council to authorize funds to cover repairs while the county waits for insurance reimbursement, saying total tornado damage estimates have ranged from $2 million to $4 million and that the county is currently looking at approximately $3 million in damage. The council deliberated a property transfer to the Capital Improvement Board tied to the convention-center expansion; a resident identified only as Barry spoke in favor of a land swap to preserve affordable housing at Seminary Point. The council approved the transfer motion, recorded as six in favor with Council member Jennifer Crossley abstaining.

Councilors did not adopt a final decision on a jail site during the recorded discussion; several public comments and council remarks indicated opposition to the North Park location but did not produce a formal action on siting during the meeting.
