Residents raise ethics and transparency concerns over airport rezoning and a $67 million funding application

Several residents told the Lorain County Board of Commissioners on April 21 they were concerned about the rezoning of airport parcels and possible conflicts of interest tied to a county funding application.

Gerald Phillips said he saw a map showing a sewer line extension and alleged Avon Lake Regional Water ‘‘pledged their 100 million assets and revenues’’ in support of a $67.4 million loan without local authorization; he called a county letter of interest "fraudulent" and said county staff had not properly disclosed the pledge. He asked the board to correct the record and called for transparency.

Karen Johnson said county planning staff recommended expanding an earlier limited map amendment in February 2024 to rezone all airport parcels, including farmland, and that the recommendation coincided with a $67 million funding application based on decommissioning the airport. She said county officials, including a county commissioner, and property owners or their assistants were present at planning meetings and did not recuse themselves. "I believe that this airport industrial park zoning is vulnerable to challenge," she said, and urged the board to stop exerting undue influence over township land‑use decisions.

Commissioner Moore was recorded as confirming the airport rezoning included all 1,000 acres; the comments were made during public comment and no board action on rezoning was taken at the meeting. The allegations raised procedural and potential ethics questions and, per commenters, may warrant further administrative or legal review outside the meeting record.
