Seaford School District reports steady revenues but flags contract negotiations and reserve use

At the April 20 board meeting, a district staff member presented the monthly financial report and walked trustees through year-to-date spending and revenue trends.

The presenter said the district is about 75.1% through the fiscal year and has expended approximately 66.2% of budgeted amounts, with roughly $9.3 million expended and about $4 million remaining in discretionary operating funds. "If you look at where we are on salaries ... Just keep note of that number," the speaker said, referring to local salaries recorded at $10.5 million.

The presenter highlighted recent tax receipts and noted a late-week deposit that will be reflected on the April report. He said, taken together, recent receipts and the second property-tax payment suggest the district may land near budgeted revenue projections for the year.

Trustees and staff discussed reserves and the impact of upcoming contract negotiations. The presenter said the district maintains reserves "we have to keep reserves... set aside and we save for a rainy day," and referenced approximately $2.9 million that had been in reserve from prior fiscal management. He warned that salary increases from contract bargaining could push the district toward deficit spending in future years without additional funding or reforms.

The board did not take formal action on the financials beyond receiving the report; staff will continue regular reporting and will present more detail if contract negotiations require budget adjustments.
