The City Council approved two agreements on April 21 to move forward with Phase 1 construction of the Quarry Sports Complex.
Parks Planner Robbie Quinn summarized Phase 1 as two multi‑use fields, a restroom and shelter, a large parking lot, an entry plaza and a maintenance yard. The project was put out to bid; staff received one responsive bid from La Riviere at just under $4.9 million (about $138,000 under the engineer’s estimate). Staff recommended awarding the construction contract with a 5 percent contingency and separately approving a construction‑administration contract with the city’s consultant (MTLA) for inspections and administration.
Quinn said roughly $1.25 million of the construction funding will come from a Land and Water Conservation Fund grant previously accepted by council and the remainder from park impact fees. If approved, staff planned to issue a notice to proceed in May 2026 with an eight‑month construction window and substantial completion in November.
