Douglas County commissioners unanimously approved a proactive state of local disaster emergency May 13 to support readiness for FIFA World Cup operations, county emergency managers said.
Robert Panekki, director of Emergency Management for Douglas County, told the commission the declaration is a preparedness tool — not an indication of a current emergency — intended to streamline interagency coordination, procurement and Emergency Operations Center (EOC) posture while a participating national team temporarily increases local population and activity.
"The declaration does not suspend constitutional rights. It does not impose restrictions on residents, and it does not indicate there's a known threat to the public," Panekki said, adding that the measure allows faster resource allocation and clearer authority structures.
Deputy Director John Stepich described operational preparations: multiagency staffing plans, surge capacity agreements with neighboring jurisdictions, security planning for team facilities and outreach to lodging and hospitality partners. He said the county has run unified‑command planning since 2024 and will operate the EOC at varying activation levels as needed during the event period.
Panekki said the declaration would take effect June 7; the county chair can issue a seven‑day declaration that the full board may extend. Commissioners asked about funding, activation criteria and coordination with state and neighboring counties; staff said the state and other nearby counties would take similar steps and that the governor was expected to sign a statewide declaration that week.
Commissioner motioned to approve the declaration effective 06/07/2026; the board approved the measure by unanimous voice vote.
