Councilman Ernie Newton, co-chair of the budget committee, opened a public hearing on Bridgeport City's capital plan at 6:00 and invited public comment. He repeated invitations for speakers both in favor of and opposed to the plan; no members of the public came forward.
Newton introduced the budget committee members present, naming Councilman Richard Ortiz as co-chair of the budget committee, Councilman Hardy of the 136th District as a committee member, and Nicole Nelson of the 130th District. "We will start this public hearing at 6:00," Newton said as he called the meeting to order. He then asked multiple times, "Is there anyone here to speak in favor of the capital plan?" and later, "Is there anyone here to speak in opposition to the capital plan?" Each solicitation drew no response.
After confirming there were no speakers, a member moved to adjourn and a second was recorded. Newton stated, "It's been moved and properly seconded that this meeting is adjourned." He then called a voice vote and said, "All in favor," after which the meeting concluded.
The committee did not take public testimony on the capital plan during this session. Newton said the committee would review the capital plan at the appropriate point on the agenda when the matter was scheduled for discussion.
