The Riley County Commission voted April 23 to adopt home-rule resolution No. 042326, which retains a countywide prohibition on alcohol sales on county property but creates carve-outs allowing alcohol sales for the Riley County Fair and the Little Apple Mayfest under specified conditions.
County counsel described the resolution as a blanket prohibition with two exceptions and said the Mayfest carve-out is intended to mirror the Fair exception. He explained that vendors authorized to sell alcohol would be required to designate an enclosed area for consumption and possession during hours when the public is admitted to that enclosed area.
The resolution is not limited to a single year; counsel said it was drafted to remain in effect for future festivals so the board would not need to reissue the exception annually, though indemnity agreements, insurance and vendor contracts will be handled each year as usual.
A motion to approve resolution 042326 was moved, seconded and approved by voice vote.
