Committee approves 'Victims of Communism Day' and 45-minute instruction in world history courses

The House Education Committee voted to advance House Bill 2089, which would require each local education agency and public charter school that offers a world history or geography course to provide at least 45 minutes of instruction about victims of communism on or near Nov. 7.

Representative Powers, the bill’s sponsor, explained an amendment (13641) that designates the instructional day to the following school day if Nov. 7 falls on a weekend. “House Bill 2089 requires … at least 45 minutes of instruction on victims of communism day,” Powers said, adding the purpose is to ensure students learn about atrocities and human costs under communist regimes.

Opponents argued the requirement creates another mandated block of instruction for teachers already pressed for time. Representative McKenzie said mandating an extra 45-minute instruction session risks adding burdens to classroom teachers and suggested the topic could be incorporated through existing standards or textbooks. Supporters noted many standards-review efforts underway and said the instruction would align with upcoming standards changes.

The committee adopted amendment 13641 and voted to advance the bill to calendar and rules (11 yes, 3 no).

What happens next: HB2089 will be placed on the committee calendar and may proceed to a floor vote.
