Harrison County board tables proposed spending freeze, seeks public list and promises staffing details

The Harrison County Board of Education on March 3 tabled a proposed spending freeze on nonessential purchases and asked district finance staff to publish the list of items that would be affected before the board votes.

Superintendent and finance staff described a draft of the proposed freeze — intended to limit nonessential purchases through June 30, 2027 — and a concurrent hiring freeze as part of short-term cost-control planning. A board member asked “what are we calling nonessential?” and requested the district post the proposed list publicly for review; the board then moved to table the action until that list is available and on a future agenda, and the motion to table carried.

Separately, trustees discussed preliminary planning for staff reductions in the 2027–28 school year. The superintendent emphasized the discussion was for planning only and stated the district is not proposing layoffs this year. Trustees asked for more detailed figures and the superintendent said staff would return with numbers and scenarios at a later meeting.

Board members also asked that more school-level budget detail be made readily available on the district website and sought clearer levy information so the public can see how levy funds and general fund dollars are allocated.
