Clatsop County staff gave a concise legislative update covering several bills that could affect county programs and funding.
Amanda Rapenchuk briefed the board that HB4148 (the transient lodging tax/TLT bill) advanced out of committee but could face a minority report over a resiliency grant amendment for small lodging and restaurant businesses; Rapenchuk said the minority report would add a procedural step but not necessarily derail the bill. She also reported that SB599, which relates to a transportation funding referendum, was signed and moved to the May election after a process to refer the measure. SB6001, the session's transportation and programmatic bill, includes language to allow ODOT to redirect certain revenues for operations and maintenance and would remove a cap on lottery funds allocated to county fair accounts — potentially increasing Clatsop County Fair funding by an estimated $80,000–$100,000 annually.
Rapenchuk said staff will continue monitoring the budget bill for potential reductions and will prepare board letters of support for local childcare retention/expansion grant requests and for an infrastructure project in Warrenton.
