Hutchinson County officials spent substantial time discussing recovery at the county airport after a residence there burned. Staff reported available insurance proceeds and discussed whether to replace the residence with a modular home, use funds for hangar or runway safety projects, or pursue other capital improvements eligible under ARP rules.
A county staff member told the court that about $700,000 of ARP funds remained unallocated and reminded commissioners those funds must be committed by the end of the year to be obligatable. The insurance proceeds related to the burned airport house were discussed as roughly $187,200 before recoverable-depreciation adjustments; staff emphasized those figures and any plan must fit procurement timelines and budget constraints.
Commissioners debated practical issues: utility hookups, who would occupy an on-field residence (the airport manager or future managers), liability and public-safety concerns about having a residence on or adjacent to operational ramp space, and the need to draft bid specifications that include installation and hookups. Staff recommended drafting broad bid specifications (minimum three-bedroom, two-bath with installation) and presenting bids and budget options during the county budget workshop so the court could assess alternatives before any commitment.
Separately, the court approved a purchase of a 2024 Dodge pickup from Vernon Auto Group for $55,669.84 after staff recommendation. The court also accepted a $1,000 donation from former Tarrant County Judge Whitley to Hutchinson County's Fire Relief Fund and approved an offer of $4,000 for a struck-off tax property from Chris and Megan Hambi.
Commissioners closed a brief executive session for attorney consultation and reported no action on returning to open session.
