Committee advances narrower engineering-licensure pathway after debate over standards

The Business & Utility Subcommittee voted 5–3 with one present-not-voting to advance HB2130, which offers a licensure pathway for graduates of ABET-accredited engineering-technology programs who meet exam and experience requirements.

Chairman Hicks said the bill "expands opportunity without lowering the standards," requiring an accredited four-year degree, references from three licensed Tennessee engineers, passage of the FE and PE exams, and eight years of progressive engineering experience under licensed supervision. Critics said the change risks lowering academic rigor. "I hate to see us lowering the standards with regards to education," one member said, noting differences between engineering and engineering-technology curricula.

Supporters said the bill maintains testing requirements and compensates for curriculum differences by requiring more supervised experience. "They're compensating for the undergraduate degree... by requiring more experience time working under another licensed professional," a member explained.

Committee members sought data on the number of applicants who would use the new pathway and examples from other states; the sponsor said those figures were not available at the hearing. The committee advanced the bill to the full committee with recorded votes of five yes, three no and one present.
