Committee expands wellness program eligibility to all health care providers; bill moves to General Register

The House Finance and Policy Committee on March 18 advanced House File 39 78, a bill to expand a provider wellness program and its confidentiality protections from physicians to all health care professionals.

Vice Chair Grier presented the bill and members heard that the initiative—initially funded with one‑time dollars last year—offers peer‑to‑peer counseling, mental health and substance‑use support and a 24/7 hotline. Committee testimony stressed that the statutory change clarifies program eligibility and confidentiality but does not itself appropriate additional funds; members were told $250,000 had been appropriated last year to launch the program.

Several lawmakers asked whether the program overlaps with employer‑sponsored wellness or insurance benefits and whether program participation could trigger disclosures to licensing boards. A trade association witness from the Minnesota Council of Health Plans, Chelsea Olsen, testified in opposition and urged a full fiscal and programmatic analysis, warning of unintended impacts on other state programs.

After discussion the committee voted to have House File 39 78 recommended to be placed on the General Register (referred to Ways and Means). Members asked for follow‑up information about triggers for licensing disclosures and the program’s funding source and administration.
