Committee approves boundary adjustment, school instruments, sole-source UPS service and sets public hearing for recreation center naming

The Land Use and Building Management Committee on March 4 approved multiple administrative and procurement items and forwarded them to the full council where required.

Boundary adjustment at Photo Farm: Chair Colin Host read a resolution authorizing Mayor Barbara C. Smith to execute instruments to effectuate a boundary adjustment between city-owned property at 328 Flax Hill Road (Photo Farm) and 25 Pogy Street. Darren (law department) described the request as a procedural cleanup; the committee voted unanimously to approve and forward the resolution.

School instruments purchase: The committee approved a purchase order to AAA Band Rentals LLC for project 4471R to replace aging band and strings instruments across middle and high schools in the amount of $282,363. School representative Pennington said many district instruments are more than 20 years old and the capital request fills that replacement need; the purchase is funded by capital dollars already appropriated. One member raised procedural concerns about timing relative to school budgeting but the motion passed.

Sole-source UPS maintenance: The committee authorized Online Building Systems LLC as a sole-source vendor to service and repair the police headquarters 911 dispatch UPS system through July 1, 2029. Staff cited continuity and technical familiarity as the reason for the single-source approach; the memo cited up to $3,000 in routine service costs across the contract term and noted batteries or emergency repairs are invoiced separately. The committee approved the sole-source authorization.

Ernie Dumas community room: The committee voted to hold a public hearing on naming a community room in the new recreation center for Ernie Dumas, with a public hearing to be scheduled at the next committee meeting.

Each of the above motions was approved by the committee and will be routed to the appropriate next step (finance/purchasing review or full council as required).
