City staff gave the Planning and Zoning Commission an overview of the Downtown East redevelopment on a 29-acre site the city acquired in December 2021, saying the project has entered the design phase and that entitlement applications will follow this summer.
Staff said Phase One is planned to deliver a new City Hall, a recreation center fronting FM 685, an approximately 1‑acre public plaza and about 10,500 square feet of retail and café space. The presentation described the overall goal as a ‘vibrant, equitable, walkable neighborhood’ that mixes government, open space and commercial uses and serves as a transition to later phases of the master plan.
Presenters told commissioners the project team is working through floodplain, traffic, building design and park components and expects to provide additional concept designs and public engagement opportunities at the upcoming Slice of Lugerville event. Staff said construction is anticipated to begin at the end of the year, contingent on completion of entitlement and design milestones.
Commissioners asked about vehicle and pedestrian access from the adjacent Maplewood/Applewood neighborhood and whether the Main Street extension is part of Phase One. Staff said there are no roadway connections directly into the existing residential streets to the north or west, but emphasized plans to enhance pedestrian connections and trails along FM 685 and to deliver Main Street from Railroad Street to 685 during Phase One for infrastructure needs (water and wastewater were described as part of Phase One infrastructure).
The presentation closed with staff noting the city council has established 19 project goals for the site; commissioners and staff said they will bring subsequent zoning and subdivision applications to the commission for review.
The commission took no formal action on the update; staff asked commissioners to provide feedback as design and entitlement materials are prepared.
