Members of Middleton's Ped, Bike & Transit Committee spent the meeting reviewing how committee liaisons and meeting frequency are organized and whether some consolidation with Public Works would increase the committee's influence on street- and infrastructure-related decisions.
Lisa, a long-serving committee member, and Ken Markart, identified in the meeting as the Commission on Aging representative, told the group that the Commission on Aging liaison is valuable and should be retained. Several members said the Plan Commission liaison could be eliminated and that the committee could instead refer items or ask a volunteer to attend Plan Commission meetings as needed.
The committee discussed its size (ten members) and the burden of appointments. Members noted that some committees meet irregularly, producing frustration for appointees who expect monthly service. Preferences diverged: some said predictable monthly scheduling is easier to plan around, while others favored meeting every other month and calling special meetings when work requires it. Several members suggested specifying frequency in appointment materials so new appointees know expectations.
On consolidation, members raised two models: formally merge some duties with Public Works, or keep committees separate but create a two-way liaison arrangement so the ped/bike committee could appoint a member to Public Works or vice versa. The idea is to give ped/bike advocates a formal voice in Public Works deliberations rather than relying solely on a Public Works liaison to attend ped/bike meetings.
