The Mount Clemens City Commission voted to renew a five-year agreement with the Clinton River Watershed Council to deliver stormwater education and fulfill the city's public-education plan required under the National Pollutant Discharge Elimination System (MS4) permit.
City staff said the contract is for a five-year term and may be terminated by either party with 90 days' written notice. Staff explained the services cover watershed-wide education rather than only Mount Clemens, and highlighted the council's annual Clinton River cleanup (noted on the record as scheduled for Sept. 21) as one of the community outreach activities. Staff also noted that volunteers in 2018 collected roughly 4,000 pounds of trash during the cleanup.
The council's director, identified in the staff remarks as Kathleen, was listed as a contact for volunteers. Commissioners asked about the scope and the fee schedule; staff said the new contract includes an updated pay schedule and anticipates modest annual increases (the agreement references an annual minimum increase of about 2 percent).
The commission approved the agreement by roll call. The city attorney reviewed the agreement prior to the vote, city staff said.
