The Mount Clemens City Commission voted to enter into a Surface Transportation Program contract (MDOT contract no. 18-533) to resurface Harrington Street from southbound Gratiot to Hildale Street, a project with an estimated total cost of $1,372,200.
City staff told the commission that 81.85% of the project will be covered by federal Surface Transportation funds, with the remaining share paid from the city's Major Street fund. Staff said the project is being bid by MDOT and that an award was scheduled for July 13; contracts and mobilization should put a start near Labor Day. The work will be an asphalt “mill-and-cap” operation, removing about 3.5 inches of pavement and replacing it, with some subsurface restoration in the worst areas.
Commissioner Mener credited city staff for securing the grant and asked about timing; staff said MDOT will schedule an award and that the bid specifications require keeping Harrington open to westbound traffic during both phases so hospital access is maintained. Commissioner Ford asked whether the surface would be asphalt or concrete; staff replied, “it's going to be asphalt it's going to be a actually a Mill and cap project.”
The resolution naming officials authorized to sign the agreement was approved by roll call. The commission unanimously approved the motion to enter the agreement and to authorize city officials to execute the contract. The commission did not set a specific contractor start date at the meeting; staff said they expect details after the MDOT award.
