Mount Clemens commissioners introduced and approved the first reading of proposed amendments to the city zoning ordinance that would change rules governing accessory building floor area in residential districts, permitting height for hospital buildings in the multi-use district, and off-street parking requirements for hospital uses.
Community Development staff said the Planning Commission held a public hearing and recommended the amendments. Key technical points discussed included a cap that accessory buildings’ total floor area shall not exceed 20% of lot area but in no case be less than 920 square feet where 20% would be smaller; commissioners asked staff to clarify confusing language. Hospital representatives from McLaren (facilities director Kurt Vand) and AOM Architects explained that the proposed parking modification would eliminate a requirement of one parking space per 100 square feet of emergency department floor area because that metric duplicates other parking counts and is inconsistent with neighboring communities.
Commissioners asked whether emergency-department parking would remain sufficient; hospital representatives said parking is adequate but interior emergency department capacity, not parking, drives the need for expansion. The commission set May 1, 2017 as the date for the second reading and possible adoption.
No formal vote on final adoption occurred; first reading advances the amendments to the next meeting where staff will provide clarified language and any additional public input.
