The Cold Water City Council unanimously approved agreement 26‑03 and resolution 2603 on March 9 to authorize a conservation easement that grants tribal caretakers access to the Indian Way tree in the Oak Grove Cemetery.
Analene Zapata, speaking as a tribal citizen and staff of the tribal historic preservation office, outlined the tree's role as a historical way‑marker on the old "Sock Trail" and connected the site to regional migratory trails and early trading posts. She asked council to "vote in favor to pursue a conservation easement" so tribal members can treat and preserve the tree for future generations.
City manager Keith Baker and staff summarized prior outreach to the tribe, noting the collaboration began roughly two years earlier. Council voted by roll call with Member Risman, Member Macken, Member Johnson, Member Haltz, Member Bod and Mayor Prom Hazelbaker recorded as voting yes.
The resolution authorizes staff to finalize the agreement and coordinate tribal access and conservation work for the tree. Council and staff said the agreement reflects long‑running intergovernmental coordination and implementation will be handled by the appropriate departments.
Next steps: staff will execute the conservation agreement and coordinate field work with tribal preservation staff and city public‑works personnel.
