The city council unanimously approved purchasing and installation of a replacement traffic signal at the intersection of State and Marshall after staff reported repeated maintenance problems with the existing, obsolete controller.
Staff said three MDOT‑qualified contractors bid the project and Severance Electric of Kalamazoo submitted the low responsive bid for $42,237.50. City staff and a technical representative, John Springhall, said the signal controller is obsolete, that failures raise liability concerns, and that replacing the controller and pedestrian signal components will bring the intersection up to current operational standards.
Staff indicated the project will be paid from local major street funds; staff also noted the intersection falls under the city's responsibility for maintenance. Council adopted the resolution (identified in staff materials as 26‑20) to award the contract and proceed with replacement.
Next steps: staff will coordinate scheduling with the contractor and return any necessary permits or contract documents to council for final execution.
