Committee recommends HF3832 to General Register to allow flavoring of oral medicines without full compounding requirements

The Health Finance and Policy Committee voted to recommend House File 3832 to the General Register. Representative Zeleznikar said the bill is a narrowly focused change to the definition of compounding that would allow pharmacists to add flavoring agents to oral medications (commonly used for children and some seniors) without invoking the full compounding documentation burden.

A parent testified that her 3‑year‑old repeatedly rejected a bubble‑gum flavored amoxicillin formulation after pharmacies stopped offering additional flavor options; the parent said the restriction delayed treatment and forced multiple calls and extra expense. Pharmacy representatives told the committee that current compounding documentation expectations — lot numbers, calculations and added paperwork — discouraged community pharmacists from flavoring an off‑the‑shelf product even when the flavoring is an inactive additive. Dr. Jason Verrett, a pharmacist and past president of the Minnesota Pharmacists Association, said the major supplier of prescription flavoring had a long safety record and that the board guidance and current documentation requirements had the unintended consequence of reducing access.

The committee recommended HF3832 to the General Register by voice vote.
