Senate panel adopts amendment shifting early state housing tax-credit priority to Greater Minnesota; SF 4934 referred to housing committee

Senate File 4934, a housing omnibus package with tax-related provisions, was before the Senate Taxes Committee April 9. Sen. Putnam presented the bill and supported reinserting language (A8) to reserve the first 50% of a state housing tax-credit allocation for Greater Minnesota through Sept. 30; if Greater Minnesota projects cannot make use of the allocation, the credits would open statewide on Oct. 1.

Sen. Nelson sponsored the A8 amendment, arguing that projects outside the metropolitan area need additional time to organize and access tax-credit funds. The committee debated whether some sections belonged in the Taxes Committee or should be addressed separately; members agreed to remove two aid-related sections to keep specific program work in the Taxes Committee.

The committee adopted the A8 amendment and then referred SF 4934 as amended to the Committee on Housing and Homelessness Prevention for further consideration.

Why it matters: the state housing tax credit is a limited, popular tool for financing affordable housing development. Prioritizing Greater Minnesota projects for an initial allocation window is intended to ensure capacity and awareness outside the metro area before credits open statewide.
